One of the children died of smoke inhalation and another of suffocation.
Emergency services spokesman Alexander Tabakov said the killers moved the bodies to the second floor of the house and doused them with kerosene. They then started a fire on the first floor, but it fizzled out before reaching the second floor.
No motive is yet known for the killings.
Officials later added that the two other children also died of stab wounds, and some of the victims had been knifed as many as 10 times.

Two families were visiting the host family, a farmer and his wife, Mr Tabakov said.
"The three families were going to celebrate some holiday, because there was a lot of food and drinks on the table," he added.
